Driving in the Dominican Republic is an option.  It is the easiest way to get around and might be a cheaper and enjoyable option if you get a good flight deal that is anywhere other than Puerto Plata.  Remember that the Dominican Republic is a developing country and driving laws, customs, and what you might be used to to, is quite loose.  I always recommend renting a car from a reputable well known car rental company.  If there is a problem with the car, it is headache free in comparison to renting from a local Dominican company.  Most well known international car rental companies rent cars in the Dominican Republic.  There is a new toll highway just outside the airport in Santo Domingo that will take you to the north coast (Nagua) in about 1.5-2 hours and then it’s another 1.5-2 hours to Cabarete from Nagua.
